Electronic signature becomes law in the
Netherlands.

After a delay of over a year, the Dutch
parliament's Upper House is to finally pass the E-signature XML
software articles bill into law on May 6, following its approval by
the Lower House in March 2002. An electronic signature is a device that
uses
cryptography and information technology (IT) to uniquely identify
the sender of an electronic message or document, guaranteeing that
senders of such messages really are who they claim to be increasingly
important in such areas as e-commerce and e-government. The new act
should provide the
electronic signature and its deployment with a firm legal basis. It
also removes existing countrywide differences in E-signature XML
software articles among trusted third-parties, clearing further
obstacles in the way of free-flowing e-commerce.

Although approved by the Slovak Parliament
last March, the E-signature XML software articles Law was much
delayed by various local by-laws and the weak pressure of the government
to enforce e-procurement, e-government, e-office regulations. The
National Security Bureau, the main public infrastructure watchdog, had
passed six related
electronic
signature regulations effective October 1, last year. The six
regulations concern the details of advanced E-signature XML software
articles and
electronic
time stamp; specify the format and content of qualified certificates
and certificate revocation lists; lay down requirements for secure time
stamp creation devices and electronic signature products; stipulate the
conditions of providing accredited certification services and
prescribing security audit requirements; describe operations
documentation maintained and security guidelines implemented by a
certification authority; and specify the methods of using E-signature
XML software articles in commerce and communication with the public
authorities.
